Over all so far, great responses. It seems to me that the "t-shirt" rule will not be used next year. At least thats the overwhelming backing.
A lot of kids also saying that they want to see more big heads. Personally, that upset me. I made one, nobody is stopping anyone else from doing so also. Students need to not just NEED to be TOLD to do something and just do it.
I'm glad they're doing this though. Some great stuff I'm seeing.

Paper tickets...rinse and repeat. Really, it should be something simple to solve. From how i see it youve got 2 main areas of issue that each require their own solution (and unfortunately twitter isnt made for complex responses):
Group A: never picks up their tickets at all, they sit unused for 100% of games.
Group B: picks up tickets but doesnt attend every game.
For group A, you need to find a way to reintroduce those tickets to other students and the public. If you go back to paper, you can just grab the box of un-picked up season ticket packages on gameday and make that game's tickets fair game a certain point before the game (maybe 30 minutes?). Alternately, at a certain point, notify those who havent picked up their season tix and give them the opportunity to sell back their tickets for a percentage so the AD can resell them earlier than gameday (win-win for both)
For group B, they've bothered to pick up their tickets (so theyve shown interest), so what you need to do is maximize the number that go, but also maximize the tickets that get into other people's hands of those that can't make every game (a sizable number no matter what section of the arena you talk about). To do that, you want to open the buyer pool as much as possible. Get rid of the CA shirt requirement (just make it a cardinal shirt), and allow students to resell tickets to the general public as GA balcony tickets (if the AD is already doing this for saturday's game, why shouldnt students be able to?).
And then finally, for sellouts, based on how season attendance has trended after doing those 2 above things (they should have the ability to do this with tickets scanning in now), you should do what we're doing for Baylor and sell some SRO seats.
I think if you did all that, you would maximize seats filled on a consistent basis. There still is the issue (primarily reflected in 'group A') of tickets getting sold during orientation to parents that are never used by kids but i doubt that's going away as its a quick way to get guaranteed money for the AD

Could do a stadium "applause-o-meter" vote for the best ones during one of the time out breaks or something.

Agree with everything else you said though.

The empty seat problem is being addressed today with SRO tickets. If the seats are still empty, even if sold, the AD will still pull that student ticket allotment and sell to the public as season tickets.

But since tickets are on IDs there is no distinction between not going to any games and not having any intention of going to games at all/lack of even knowing you have tickets.

But since tickets are on IDs there is no distinction between not going to any games and not having any intention of going to games at all/lack of even knowing you have tickets. Yeah, thats why i started with 'if you go back to paper'. In addition to being more convenient for owner resale, it makes it a lot easier for the AD to resell those tickets if the game is otherwise sold out. Open them up shortly before tip. (and on the off chance they show up for their first game of the season after someone's already bought it, give them their remaining season tickets and issue them a SRO ticket for that game.. we have enough leeway it shouldnt be a problem)
