Depends. RF interference can be created by all sorts of elements, such as the broadcast crew or inclement weather. My guess is that Arrowhead has some sort of gating control on their microphones. The "gate" is set at a certain decible level and the microphone will "gate on" when the speaker has exceeded that db threshold. I'm guessing the microphones were set for a higher db level to offset an NFL crowd which that stadium definitely didn't meet and would explain why the microphone would cut in and out instead of causing static or not coming through altogether.
It's the earth's inner core - it stopped spinning - which leaves the ref's mic susceptible to solar flares. But don't worry, I'm sure that will be the worst of it. (or will it???)
