Generally speaking, companies that offer healthy fringe benefits are strong companies. Think about it, the first things to go (or get reduced) when companies are struggling are the benefits they offer. Good benefits (again, generally speaking) = strong company.

Are you going to compare salaries when offered two different jobs from two different companies? Assuming yes, what good does a higher salary do you if also you pay more for health premiums to the extent it cuts into the salary advantage?
All that said, I don't agree it is as clear cut as you want to make it, but I can see the POV that would say, let's just take it out of the equation all together (and thus let businesses take care of their business….not their employee's healthcare options).
But the bottom-line that IS the way it works today, so the a person would be wise to consider salary PLUS fringes when out in the job market.
