I will be painting bags boards this week. Most likely the design below. I was wondering what sort of paint and clear coat is the best. I was told water based paint with a spray on clear lacquer. Is this correct information?

Latex based paint works good. I have heard that using polycrylic is better than using polyurethane because the polyurethane will yellow over time. The polycrylic is much thinner though, so you'll need to do 8-9 coats so it's not too thin. I'm not sure if all polycrylic is water based, but you'll want to use a water based polycrylic.
I have also heard a few tips on painting and ways to help avoid having the paint run if you are interested.

I painted mine with a high quality latex paint, small roller and brush. Added a paint leveler additive (Sorry forgot the offical name...ask the paint department person) which allows the paint to level out really smooth with no streaks and drys hard. I applied a couple of coats of paint, no clear coat and still looks great.
They have held up terrific and the corn bags slide as smooth as silk.

I have made around 6 sets of boards, and I use latex paint and Minwax Polycrylic Semi-Gloss. Don't use the spray on kind, and make sure you use a synthetic bristle brush. I put on about 3-4 coats of the polycrylic. The boards take about 1 game to "break-in".
For those that have had too much slide, it could just as easily be your bags.
