The person responsible is probably someone that doesn't want bikes on the road and wasn't bright enough to figure out that stunts like this are what drive cyclists to use more roadways.
This same thing happened about 4 years ago north of the botanical center on the Neal Smith trail. No publicity that time really. This wouldn't have been publicized had it not been for the victim.
I worry about crap like this often when I'm riding on the trails. Esprecially when it's a heavily tree-lined area where your vision can't pick up objects over the trail. With a thin wire you'd be helpless anyway.

Or it was kids playing a prank. my brother did something similar when he was younger. Thought it would be funny to but baling twine across a road and see a car hit it. He didn't think abot what would happen is a motorcycle hit it. Kids do stupid things sometimes.

Maybe. But when wire is used, it doesn't seem like a prank, it seems like harm is the intention.
On a racing bike, moving above 20 mph in a tucked position hitting a wire across your neck would be the end of you. There was a remark on the register article by someone saying attempted murder should be the charge if someone is caught. I don't disagree. Some may think that's a stretch, but this guy was lucky he only shattered his arm.
If you look at the bike in the article, it was a hybrid. The rider was in an upright position. Had someone on a road bike hit, it would've been much worse.
