Well, I guess she can charge rent anytime anyone decides to go to the sun. The state of New York can't charge anyone who goes to New York to gaze upon their Empire State Building. Their rights only extend to people's use of the building when they step foot on the property.
If she can't keep her damn sunrays off my property, maybe I should be charging her rent or suing her...
