No, but perhaps there are more pressing issues than going after a retired athlete for activities that occurred within the sport. If somebody wants to investigate Armstrong for the use of PEDs while he was cycling, perhaps it could be the cycling federation or whatever it is. Why waste tax-payer money on it?

See bcrisgreg's post above. They are investigating fraud, perjury and other charges. It also happens to be illegal to possess PEDs in the United States. Laws were broken. It's not just about cheating in his sport.
