That is just bad parenting to put your child in on of those. I would never get one of those for my children unless they start making them with bars across the top. Those little suckers can climb you know.

Nice job out of the marketing department, using the big toy to make the child's restraining device/playpen seem even smaller. What, nobody had a kid's bike with training wheels available?

That's some impressive learning and critical thinking! If I were that kid's parent I don't know if I'd be concerned about his ability to get out, or impressed by his problem-solving skills.
