Lightsquared does not have a network as of yet, but this is a concern. They will most likely get it resolved via handsets and wring wih GPS and other specrum holders.
Keep in mind that this 4G network being proposed by Lightsquared is still in the early planning stages and it is unique in that is uses what would typically be satellite frequencies to deliver 4G data services. Thus the potential impacts to GPS.
The 4G networks that are actually in operation in the US today, such as Verizon's LTE Network and Sprint's WiMax network operate in the spectrum ranges that have been used by cell phone companies for years and pose no threat to GPS function.
If Lightsquared bricks a bunch of GPS devices, they will be sued into oblivion. One would think they have enough business savy to resolve these issues before moving into the implementation stage.
Also, it would be very interesting to hear the AFcomment on this.
