Depends. Is the failure due to a physical problem or a logical one? If it's mechanical (thinks are clicking, sounds broken) or electrical, you'd probably want to try the pros. If it is logical, then you could try fixing it yourself.
I've heard both good and bad things about trying to recover access to files using CHKDSK to fix any errors on the disk. Couple years ago, my external decided that it didn't want to load up (the power had gone out while I was playing a game that was loaded on it). The drive would show up on "My Computer" but I couldn't open it. I just went ahead and ran CHKDSK /r from safe mode and it worked. Hard drive has been working fine ever since.
If you have a lot of valuable data on there, I'd recommend shelling out the money for a professional to look into it.

This does a more intensive job of the same thing and I've been able to recover data from drives that were bad.
However, if the drive is completely hosed, you'll need to spend large $ for recovery.

did you turn your computer off and restart it?
my laptop just had a nasty virus that affected the OS itself and not just a particular file(s). i gave it my parents to take it to a place in Carroll and they recovered my info off the HD and i got a new HD and it only cost me about $175 for everything

Must give a second recommendation for SpinRite. Worked wonders for most of my failed drives. Only the worst crashes didn't work (like a laptop that was dropped and the drive heads obviously hit the platters).

i get what you mean but it attacked the OS files rather than a program file like firefox or chrome
