I'm not internet savvy or know much about how it all works but my understanding is the Fed will always be behind in this game... I almost died when Napster was shut down but everything turned out okay. We'll find a way...

2. Will this effect addresses from foreign countries (ones similar to pirate bay)

so either this law wont happen or you can continue to download from foreign sites

I don't use any sites like that, but it's inevitable that the government will want to control it, and almost every other aspect of the online world. For our own good, of course.

Hopefully they'll soon get rid of trademark and patent protection as well. We wouldn't want people to have any control over their intellectual property.
