    I'm sure there were several commands given to him to stop and back off. The cop was there without backup and knew this guy had firearms in the house. There is no way he could allow himself to get into a physical altercation, where the other guy could either grab the cop's weapon or incapacitate him so that he could get his own weapon and finish the job. The report already stated that he didn't have time to get his Taser and deploy it.

    This all comes back to the simple fact that if you obey the officer's commands, you won't end up dead.
