It's not normal. Like I said, I think it's stupid and misguided, but if they are by all other accounts fulfilling the child's needs, and raising a healthy, happy child, then what can you do? Does the government have the right to tell you how to raise your child?

Where did I say the government needs to step in? Obviously he/she will know his/her gender and will tell people. But, if the parents but some restriction or punishment for him/her by telling him/her gender than I think that is emotional abuse. Kids want to fit in and this would not be fitting in. Just saying.
