I will soon be moving to Dubuque, and although I've been looking at places on the internet at large and craigslist, I wanted to ask if anyone had any particular suggestions on good places/areas to live. (I'm looking to rent)

Asbury or the west side would be my preference.
East DBQ is up and coming, great place, I'd check it out.
I would agree with Asbury or the West side. The South end of town (i.e. Key West area) is also a nice area but not very close to shopping, restaurants, etc. Stay away from most of the North end if possible.
CyinCo - I also grew up in Dubuque and I agree that there wasn't much culture back then, but the city has really changed since the about the late 90s. The riverfront project alone has done a great deal to revitalize the city. I moved back to Dubuque with my family about 5 years ago and I wouldn't want to live anywhere else at this point in my life. Its a great place to raise a family.
Good luck. I was just there trying to find a place to live and it was much tougher than I expected. I lucked out and got a decent place, but I'm paying too much for it.
Hopefully your timing is a little more forgiving than mine currently is, a lot of places that turned me down over the phone said they had leases that would be up at the end of September. Gallery Properties has a bunch of apartments, but they were one of the main ones telling me they wouldn't have anything available until October (Gallery Properties of Dubuque - Woodland Arms)
I went with the guy I did because he seemed like a genuine guy and was very courteous and professional (Indigo-Blu Home page). He told me the owner of this place (Executive Management &Real Estate Ltd=) should be thrown in jail. I had stopped and toured some of her places before I met this guy and I wouldn't have rented from her for anything. Extremely rude and annoyed that I was there to inquire about her properties. My guy told me there are a few scam artists out there in Dubuque since apartment space are in such high demand, so be careful.
Riverworks (Riverworks) had a few openings. Very very nice place and again, very professional people to deal with. Awesome location and every amenity you could think of, but it was more than I wanted to spend on rent. Same can be said for Cathedral Heights (Cathedral Square Lofts).
Hope this helps, it's just what I learned about the area this past month.
I'll give credit to the river front. It is nice. The old Brewery is BY FAR the hippest place DBQ has ever seen. I'm not not much for Casinos but Mississippi Moon Bar is a nice venue for concerts (although the smoking allowed irritates me everytime).
Probably is a nice place to raise a family. And I get back there more that I ever like to, but I still get very bored when we try to figure out what to do. "hey, wanna go to the Star Brewery again?"
I went to Loras College and am moving back to start the Physical Therapy program at Clarke University. Just signed for a place out toward Asbury. I would generally agree with what people have said as far as areas to avoid, but I would add that I wouldn't live downtown, either. That's just my personal preference, from having lived at Loras for four years, fairly close to the downtown atmosphere.
When I go back to Dubuque, I forget about all these nice things they have now. Usually end up at the Instant Replay on Central
