As far as the dogs, the symbolism of their origin really drove home the point of the depravity of the Capitol. Instead, it looked like somebody remembered the dogs in Ghostbusters and resurrected them for the Hunger Games. Their meaning was an afterthought.
The entire idea of the Capitol being the height of decadence, with rampant plastic surgery, outlandish clothing... it was hardly captured at all in the movie. The only time devoted to that subject at all was Haymitch watching the family on the street with the children who were playing a pretend Hunger Game. (and that scene was done well, at least.)
My biggest gripe about the movie is that, if you didn't read the book, I don't think you'd be able to follow it at all. There aren't nearly enough clues in the movie about why people are performing the actions that they do. A lot of those things would have turned it into a very long movie. Who wants 15 minutes of her looking for water.
Also, the hearing thing, you get a little bit of that I think, but its not much of a plot point.
Peta did hurt his leg.
The dog thing bothered me, but I think that could have pushed it to an R rating.
I really did like how they were able to use the TV guys at narrators to replace the first person and was also impressed that they didn't over do it.

Was not impressed with these books. One was the best and went down hill from there. Weird love triangle.

Who else would it be? She was obviously the one everyone looked up to because she won the games... twice

Sorry, but you're wrong. 1 was good, 2 was great, 3 was alright. Movie was alright, although I'll see the second one.
