Not sure about this..... yes, it does show a bunch of lightning stikes at once- but look at the traffic on the bridge- it appears to me that the shutter has been left open for a certain amount of time and thus it would show a bunch of lightning strikes that happened over the time of 20 seconds to a few minutes. My thought process is that if all of those strikes happened in one moment in time then you would see headlights of each car that was on the bridge at that time.
With this all said, it is still a way cool picture!
