Actually, I'm sure teachers get tired of kids being bullies and the parents not doing anything about it. So the kids continue to do it, but they can't act like it's the wild west. Kind of a tough call these days.
I know of a kid who is being a bully and he's choked out a few kids (almost to the point of passing out) and the only punishment he got was to write an apology note.

Well is the justice? When I was a kid and a friend was getting bullied, you got someone to "distract" the teacher and you a bunch of buddies go and bring the pain on the bully. You know, like prison!

I agree 100%. I am just speaking from the point of disciplining the bully.

The teachers orchestrating it is teaching the victims that they can't handle it on their own. Plus, the teachers shouldn't be condoning violence. But if they don't see it....wink-wink.

They have some pretty good stories about doing something they weren't suppose which would caused them to be whipped. I know one of my uncles was beat so hard that the nun broke her stick. I can't remember if he was left off easy or he was beaten more by another nun. There was another time when one was beaten for something they didn't do. When the nun figured it out, my uncle said that kid couldn't sit down for a week. Yeah I don't think there was much bullying then but my uncles went to a school came made up of a bunch farm families so usually there was an older brother or sister to keep watch.
Yeah times are a lot different now.

Our shop teacher used to keep an idiot stick for kids like this. Normally getting whacked by that once was enough.

I'm only 25 but I don't remember much bullying. I mean, there was a little here and there but it wasn't a weekly occurance. One time, though me and a group of 5 of my friends got called into the principles office for bullying. None of us knew exactly what we had done. Well, we got in there and she started listing off things we had done to other kids. We went through the whole list and in every event, one of us did it to each other. These things were harmless. We filled a kids back see with corn chafe. We filled one's with leaves. We hid a car, but it was all done to people within the group. It turns out an aid on a power trip kept track of all this stuff however never kept track of who things were done to, just who did them. In high school, thats what we did and it was a blast.
