    The definition they give for terroristic threats definitely sounds like a crime. I'm just not sure I would call it terrorism

    The question is what was in the texts? They didn't say that the water balloons was the reason for the charge. If he is making threats of violence at her than that is a crime. I would think they would charge him with harassment, but maybe the terrorist charge has a harsher penalty.

    A terrorist threat is defined as a threat to commit an act of violence intended to threaten or intimidate another individual with reckless disregard of the risks.

    That's a pretty vague definition of "terrorist threat".
