I feel even better if they just came right out and said they are for money. The problem they have is trying to always sell us on the safety and nobody is buying it.

I have no idea, but if I had to guess it would be due to the fact that Windsor Heights doesn't actually have a speeding problem. Due to the fact that the ramps are located so close to each other in that town, traffic generally comes to a grinding halt between 63rd and 73rd Streets.

So they deny that one, but they allow the camera that is between 63rd and 42nd over the east bound lanes on 235??? Odd...
At least that one makes a tiny bit of sense. Traffic often slows down after there (due to congestion or the lower speed limit 20 blocks later) so slowing it earlier might result in less people slamming down on the brakes when they get to that.
Windsor heights? After the congestion caused by poor design in the area (which the DOT is saying they have other ways to improve) its clear sailing all the way to the edge of town, so there's no need to have a special emphasis on enforcement there
