On bridges, it could be a speed trap. Were there also cops parked on nearby on ramps? I've seen them pull that trick between Ames and Des Moines before and been busted by one.
He is stopping at the State Fair. They forced the Bud Tent to close for the night.

I would say it is warranted just think of all the groups that would claim it not to mention any war that could come from it.
