    With them entering our airspace on a couple of different occasions and now this it appears Putin wants to test the waters a little bit.

    This seems to be the crux of the matter: "“This is especially troubling given the drastic defense cuts sought by President Obama, which include reductions in funding for antisubmarine defense systems.”"

    Obama's defense cuts are by no means drastic, and I believe the defense department will be the ones to decide where the cuts come from. The only thing out of their hands is where and how we use our military, and that could and should be dramatically scaled back, and if we did that, there would be plenty of money to go around, even with real "drastic" cuts.

    I would imagine it would cost less to have more of our subs and naval vessels patrolling our borders rather than out at sea across the world.

    Yep, we are there too. Been going on a long time. It would be incredibly cool if we could see what is really going on with the attack subs under the ocean and track their current positions - probably a little scary too.

    I'd expect us to be in their backyard. I would think we would have better technology to not let something like this happen to us. Seems like kind of a slap in the face. Hopefully this will wake us up.

    It seems rather surprising that the Russian navy has improved so dramatically in technology, as their Cold War era subs were about as hard to find as a lawnmower in a bath tub.
