Not 1080p and only 60 hz refresh rate? Save your money and go for a better TV later (LCDs keep dropping in price for the nicer TVs - aka 1080p and 120 hz). If i had to pick between the two though, i'd definitively go for the higher refresh rate (720p isn't that bad).

You aren't going to see a difference on a 32" tv between 1080p and 720p.

Also be aware this is a refurb. I saw last week that walmart had a 32" samsung for $300. Might be worth spending extra to get a new one from a better brand.

I've found for 32" and below you really don't need 1080p or anything more than a 60hz refresh rate. On a screen that small from a few feet away you really can't tell much of a difference, if at all.
It is refurbished but I buy a lot of refurbished products and I have never, and I mean not once, had a problem.
I would also not assume that Samsung is just automatically better than Vizio. I have a friend who had two Samsungs die on him in the first year of ownership who would disagree with that assumption. I've got a 47" Vizio I bought refurbished two years ago and it has been a gem.
