looking for a free or cheap web site building software suggestion. Do not need top of the line stuff, just better than the junk I have from when everyone was on dial up.

When I used to make pages manually I used BlueGriffon (BlueGriffon, The next-generation Web Editor based on the rendering engine of Firefox). Now I use Concrete5 (concrete5 - Free CMS | Open Source Content Management System) for both my work website and personal site.
BlueGriffon is good for editing pages manually (basically a step up from writing the HTML yourself). Concrete5 is a content management system that lets you focus on adding the content (e.g., text, images, etc.) and it handles the linking and actual generation of code necessary for your web page to appear in a browser.
