I feel like this debate should be filmed in black and white at a convenience store counter. Vader was nerfed after getting beat down by Obi-Wan on Mustafar. When he became more machine than man he lost some of his power in the force. I'm pretty sure he couldn't use force lightning because of this.
That's one of the big reasons the Emperor wanted to replace him as his apprentice with Luke.
