I have to put in a vote for Hans Grubber from the first Die Hard film. Not bad or evil in a conventional way but the man was a fan favorite.
TV villians would have to go to the Clown from It. I have grown friends who are still creeped out by clowns thanks to that role done by Tim Curry.

How about "El Indio" in the Clint Eastwood spaghetti western "For A Few Dollars More." That character did some twisted things even by modern standards. All in a move made in 1965.
"El Guapo" from "The Three Amigos" gets honorable mention.

Hannibal is a good one, too. Especially in "Hannibal" when he's eating Ray Leota's brain and offeres it to the kid on the plane next to him.

The Phantom from Phantom of the Opera. I know it's a musical, but that character is pretty bada$$...aside from being mildly insane

That's exactly what I thought when I opened this thread. I walked out of the movie with my friends and we simply couldn't come up with a more evil character ever. Also, Bardem did win the Golden Globe for Best Supporting Actor for the role.

Good choice on Marlo. He was cold blooded in seasons 3 & 4, but this season he's absolutely ruthless. Just inhuman. BTW, it you haven't seen it yet, you're really not going to like his actions in the fourth episode.
