From an engineers view point, its only a matter of time with water running rapidly over a road before it begins to eat away at the subgrade, and after that goes the road just crumbles.
My hometown is right next to Vinton, so I got to go see some of the damage first hand this weekend...it was unbelievable how many homes in Vinton were pretty much destroyed, and driving around town seeing some people with power and others without...scary stuff.
I've said it to alot of people, flood damage like this can't be stopped, but it could have been alot better in areas if cities, counties, and states would fund there local infrastructure appropriately. There are several river and stream mitigation practices that could have prevented the Cedar River from being as bad as it was, but everyone turns a blind eye. Only until a disaster happens do we do anything about it.
Anyway, its quite sad how many people have lost everything. My heart goes out to all those families.

My folks came over from the Quad Cities this weekend. They took HWY 20 over, and we thought we would be smart and send them I-80 to 218 south, and then try to go over.
They ended up having to go south all the way to HWY 34, then over to Burlington, and into IL to come back to the QC.
