Do the looters sign a waiver as well? Again, one of the reasons noone is allowed in a natural disaster area is to stop looting.

There are several reasons for not letting people back into the evacuated neighborhoods and/or for making them go through checkpoints to get back in as it's safe:

(1) The area was evacuated because it isn't safe. There could still be gas leaks, downed power lines, and sinkholes or open manholes in water that appears shallow.

(2) They need to identify people entering the area to make sure they're actually residents and not looters, vandals, or sightseers.

(3) They need to know how many people have entered and left the evacuated area. If it rains and the water rises, they will want to know how many people are at risk.
