Here's a good idea to solve teen pregnancies:
- Violators will pay a civil penalty of $50 for each violation.
- Those who fail to enforce the rule will pay a fine of no more than $100 for the first offense, second offense will not exceed $200, any additional not to exceed $500.
- Employers who discharge or discriminate against an employee who makes a complaint will pay $2,000-$10,000.

How do these girls get the tests done without their parents' knowledge? I thought anyone under 18 must have parental consent to get tests run. You would think after the first test the parents would do something.
If its a case of the school offering these test for free without parents' knowledge that needs to change. I'm all for medical privacy rights, but a child should not be able to keep this from their parents.
