The loud speakers and bikes are my 2 noise pet peeves. Nothing like someone tearing down your street around midnight where your house practically shakes from the noise both can create sometimes.

People who stick the tag wrong on their license plates should have their license revoked...

LOL, I forgot all about that! We have the stickers on the windshields down here.
I think I remember my father telling me he'd sell my truck if he ever saw the stickers on the tag wrong when I was 16.

I think this law should have some footnotes or whatever laws have. I will "pop my collar" every now and then cuz it is funny and I am probably making a joke, or it is Halloween. I would prefer not to die for this. I think that the death part should only come into play for those people who actually think that this makes them look cool and do it when they go to the mall or a movie.
