Traditionally, isn't Catwoman the type of character that straddles the good/bad line? If you're going to play her as Batman's love interest, I don't think you can turn her into a sick/demented character. Therefore, you're going to have to have a second bad guy, and this one is going to have to be Joker-esque - and probably even more sick, demented, and ruthless than that.
I'm not sure if the Riddler of Mad Hatter is more sick, demented, and ruthless than the Joker. The Joker is the premiere villain in Batman's rogues gallery -- so who do you find that exceeds him? That is a bit of problem with using your best villain in the second of three movies. Since Heath is no longer around to reprise his role, you really can't reuse the Joker (which they wanted to do). So it will be tough finding another villain to exceed him.
I hate to say it then, but maybe it should be Denise Richards.
Chuck Lidell: I paint my toenails with pink and black polish. Problem is, I get more paint on my toes and on the carpet than on my nails. Any advice? Maria Sharapova: Don't you beat up other guys for a living? I don't know how to answer this.
Also for a Riddler character, it needs to be Robin Williams. He is still funny enough to pull out some good evil laughs, but also old enough to get really demented and creepy scary.
Cyclone
Iowa State became the Cyclones after they leveled Northwestern in 1895. As the Chicago Tribune (9/29/1895) noted:
'Struck by a Cyclone
It Comes from Iowa and Devastates Evanston Town'
OK, this may be a little out there but doesn't former gymnast Dominique Dawes do some acting? It would be cool to see someone that can actually do alot of the acrobatic stunts and also has a build that you could beleive they could do those stunts.
Another girl that just looks like a villain is Jillian from Biggest Loser, she's scary!

I could see her as a potential Poison Ivy, but Catwoman? Do you really want to see her wearing a fitted leather/vinyl suit?

Just trying to feel you guys out since I honestly feel Beckinsale would be contacted early in the search for this role if they were to even incorporate Catwoman into the franchise.
Oh and by the way Tilda Swinton was meant to be a joke, no I do not want to see her in latex but thanks for the mental image.
If we wanted to turn Bruce Wayne into a cradle-robber, maybe. I know that she's in her 20s, but that's kind of the point. I like the idea of Kate Beckinsale or even Charlize Theron.

Heres the list I can think of for potential villains
Penguin
Riddler
Mad Htter
I can't think of any others
Mr Freeze and the clay dude don't seem to fit the current movie trend as previously pointed out.
I thought much of the beauty of the movie was the "realism" of the thing. It did things like calling attention to the fact that he does have to carry all his gadgets on his belt and he just didn't have an item for every situation. Also, the way the development of good to evil happened with two face. There are others but I can't think of them right now. But I just don't see the "fantasy" kind of villains fitting in.
