The recordings are probably too old to do justice, but the old-timers would swear that Enrico Caruso was the best, even better than Pavarotti, Domingo, Bocelli, etc.
For popular music--
Rock- Sebastian Bach actually has an incredible voice.
Jazz- Ella Fitzgerald
Country- Johnny Cash, Waylon Jennings, & Willie Nelson, although perhaps not the best in the technical sense, each had (or in Willie's case has) a voice with such an unmistakable, unique, and resonant quality.
