I am going to sneak beverages and sandwiches in my kid's stroller, and yes also do this DART thing...
I figure I can get in and out of the fair for $20.

Don't go to the fair to ride the rides.
Go to eat. To get free crap at the varied industries building... And to let you kids see real farm animals.
If you want to ride on rides go to Adventureland.

I go to the fair about once every 4 years. After about 2 hours I think to myself "why the hell did I come to the fair?"
Then 4 years later I forget and go again.

Then 4 years later I forget and go again. I go about every year, but my trip is usually pretty short. I go see the Varied Industry building, the 4-H building, and make a quick trip through the animals. Then I will sometimes go to the Ag building or another area. I'll eat at the Pork Producers Tent and have a milk shake from the Dairy Barn. Sometimes I'll have a fresh sqeezed lemonade. This year I added Tom Thumb donuts because I used to have those at Cattle Congress with my Mom. I've never eaten any of that crap on a stick and I've never done the midway.

I enjoy the livestock shows/barns, 4-H building, Ag. Building, Pioneer Hall, the Industry Building, the implement/equipment displays, a little people watching/talent shows, and mostly reminiscing about how much fun the fair was when I was 8-17.
When I was a kid I thought the train was pretty cool, along with the SkyRide.
For food I always got some lamb burgers, ice cream by the Cattle Barn, something from Cattleman's, and maybe a Turkey Leg.

Parking $5
Two adults entry (kids free) $20
Dinner at Cattlemens $20
Shaken Lemonades $9
Two rides down the big yellow slide $10
Funnel Cake + pop $6
Sno-Cone $3
That's $75 spent in a little over three hours.

The rides you were talking about are now east of all the livestock buildings down on the SE side of the grounds.
Sucks - I bet that two seat windmill thing would be much cooler up on top of that hill where you could see out a ways.
