They are made with a 360 degree camera. They stand in one spot and spin around I believe. With my little kodak camera, I can make a panoramic picture that looks really good when you print it.
I made one at the Cubs playoff game last year and took one Thursday night under the lights. My seats were in the end zone, so it looks pretty sweet.

I believe that's just a wide angle lens. Not panoramic.
Edit: Nevermind rworkman is right... It's a solitary camera that spins. Same way they make street views for google maps... only that camera is mounted on a van.

Funny this topic came up! I JUST made one from Thursday's game. I took this with my cell phone camera and assembled it with photoshop.
I had a couple of pictures that were a bit blurry, so there are areas that are better than others. I'll take more time next time :D
Edit: they are actually really easy to make, depending on the camera lens and how much resolution you want. It's best to use a tripod, but if you're just looking to do something like what I did, and you are using a fairly wide angle lens, you can get away without one. My tripod has a "panorama" lever which locks the tilt and just allows you to pan. Just take a few pictures pointing in different directions (preferably with the exposure settings locked), and then use a tool like Photostitch (from canon..you probably have it already if you have a canon digital camera: http://www.kenrockwell.com/canon/photostitch.htm ) to combine them together. Photoshop works pretty well too I think, and that's what I use.
