I recall a similar story out of the Chicagoland area around twenty years ago. The dominant street gang was the El Rukns or something along those lines. They had an office building on the south side and were reportedly negotiating with Khaddafi (Libyan Dictator) to be his domestic terrorist wing. Anyway, the State Department set up some sting where the El Rukn's purchased what they thought was a surface-to-air missile, after which multiple law enforcement agencies would follow them back to their office building and arrest the whole lot of them. They put the missile in the trunk of their car, which promptly broke down on the side of the Dan Ryan Expressway, where they left it for several days! They eventually arrested the majority of them, but it's still a funny (and concerning) story...
