I agree that the illegal contact was bad, but I'm not sure that Hester had to be lined up on the line of scrimmage for that play. It would depend on where the tight end was lined up.
Tight end was not on the line of scrimmage and neither was Hester. And since Hester was a yard behind the line the ref was looking at five yards from where he lined up
