makes you wonder how much *doesnt* get caught on video... where it then becomes just the cops word against the other person..

Because as with any random sampling of people in any profession or walk of life, etc, there are always a handful that aren't capable of performing their job in a professional way.
Some will be under trained, some won't be bright enough, some will just crack under the pressure, some will be just plain evil.
The bad cops just get a lot of attention because often they are video taped due to the circumstances of their job. Also being a bad cop often means that you are physically harming people or misusing your authority.
*Edit to say that the nature of the job probably brings out more violence from cops than if they were say a fireman or something. Most of these "bad cops" probably are decent enough guys most of the time, but for some reason cannot control themselves in certain situations.
