Tuesday night, the City Council considered two reports from staff: “Other Social Effects: and “Regional Economic Impacts.” They are intended as additions to the Army Corps of Engineers’ feasibility study process, which is nearing completion and so far has recommended flood protection on only the river’s east side, which meets the Corps’ required cost-benefit ratio. The city’s reports are aimed at convincing the U.S. assistant secretary of the Army to grant a waiver and recommend Congress provide more funding.

As always, cost is the limiting factor. It appears they need to find the funding to complete the entire flood control project as they desire as they didn't receive everything they requested from the Feds (which is normal). These projects are not cheap. The citizens of Cedar Rapids could probably vote to raise the other portion of the funding through increased sales taxes or some other method, if they want it bad enough.
