The bar probably sold the alcohol to him and he gave it to the girl. This bar allowed people under 21 so that might be how they got out of it.

You would think legally speaking that the offense that occurred was the person providing alcohol to either of them as they are both underage. I have no idea what happened in this case. My guess is the kid used a fake to buy booze, therefore taking the responsibility away from the bar. He then provided it to another minor, therefore breaking the law he is going to be charged with.
