You might be right...I may have misinterpreted it.

Blue is (-) standard deviations (ie. less than the average). Red is (+) standard deviations (ie. more than the average or "bad").

I'd imagine the whole country would be red if it were a global map. But there isn't much standard deviation within the US in regard to skinnier parts of the country.
