He's probably going to pay for that one. But in all honesty, the ref was holding him in an untenable position so the opposing player could have his way with him. There is no excuse for punching the ref, but I can see where it came from.

He didn't intentionally punch the ref...the way his head was shoved backwards I'm pretty sure he was just swinging for whatever he could make contact with.
Pretty sure it wasn't intentional. If you look at the way his head is being held, it looks like he's just trying to create some space so he can get out of that position, and the ref just happened to be in a bad spot.
That being said, he's going to have a nice big fine for that.
Definitely not intentional. The opponent dropped his head right before Clutterbuck threw his punch. It might've connected had he not moved his head. That ref had no business being in that position, he looked like he was trying to hold back the guy that was vulnerable and not the man with the advantage.
