It just seems like they should increase the odds for the worst team to get the best pick.

You still get tanking though, because teams want to increase their odds of getting that top pick. I like the idea of having the draft order be in according to the number of wins after the team is officially eliminated from earning a playoff spot. That would still heavily favor the worst teams (because they'd be out of contention earlier and thus have way more chances to earn wins), but still force lottery teams to try and be competitive.

Its not rigged, they have like 50 people in the room watching them do it. In basketball it would make a lot of sense some years. It's 1/5th of a starting lineup compared to baseball and football that carry many times the number of players on a roster.
If there's someone like Shaq or LeBron out there who is a major can't miss star. Probably one out of five years there's legitimately a player so good that tanking to be last would be good strategy.
I'm a huge NBA fan because it's the best basketball with the best athletes, but I've seen NBA series that are obviously rigged like Kings/Lakers almost a decade ago, so I wouldn't be shocked if lotteries have been rigged.

It was pretty ironic how the Cavaliers got the number 1 pick the year after LeBron went to Miami. Minnesota had the greatest chance. Minnesota got the player they needed though.
