Bo wanted to play both football and baseball professionally but Tampa laid down the ultimatum that he had to choose football or baseball; so he chose baseball to stick it to Tampa.
Now it can be debated would he have actually ever signed with Tampa but the Bucs gave him a convenient out by telling him to choose.

Eli Manning did it as well and he has done pretty well for himself.

I have no problem with a player saying that he doesn't want to go someplace. It is his career, they aren't just pieces of property to be bought and traded.

There are ways to accomplish this without embarrassing the team, however. Tell them privately that you don't want to pay there, work out a trade for after the draft. It doesn't have to be a public blemish on the team.

Also, refusing to play for the team that drafted you is a ***** move. I thought Eli was a punk for doing it, and I think Barnes is too (if true). Yes, Eli was a ***** for what he did to San Diego - but the Manning Family was proven right. Eli has won two Super Bowls with the Giants while San Diego fired a coach following a 14-2 season, not to mention they let go of a QB that's proven to be better than either Eli Manning and Phillips Rivers because they didn't want to take a chance on his injured shoulder. That franchise has issues that begin at the very top and I can understand players not wanting to play there, even if historically the franchise has been fairly decent.

First, it is a rumor, second he didn't come out publicly and say anything.

Jordan in particular played for a poor team until they were able to build around him. Maybe Barnes doesn't feel he's good enough to have a team built around him. But I don't think he's good enough to call his own shots.

This seems to not be heard anywhere else but in this thread. Has anyone else heard this rumor?
Harrison hasn't said publicly that he won't play for Sacramento. If he told them behind closed doors, I have no issues with it. I get to pick and choose where I work. I don't want to live in Detroit and so I don't apply for jobs there. Why can't Harrison do the same? Regardless this doesn't seem legit at all

This seems to be coming from a article from Chad Ford who said that neither Barnes nor Kidd-Gilchrist want to go to Sacremento.
Most likely Ford is just stating the obvious. No one wants to go there so why would they.
