Is Final Pairs decided by PGA rules, or does TV dictate? It seems VJay was the leader starting 3rd round and ended in a tie, but he's not in the final pairing. Seems like this is what TV wants...What gives?

The first two to post the leading score are in the final group if there are more than two tied. TV has nothing to do with it
The final pairing is the two guys who got the lowest third round scores of those tied for the lead.

And Vijay was 3 over yesterday to boot, so he didn't have a share of the lead.
