Personally, these kinds of things don't bother me nearly as much as PEDs to, though I can't really give a logical reason as to why. Cheating is cheating.

Looks to me like he is somewhere near first base when this picture was taken. Could have been that he had just picked up some dirt and hadn't wiped it away yet. Show me a picture of him on the mound with this stuff on his hand while he is on the mound.

Yeah or it could just be frost bite. These early season games are pretty cold

When should they just start having the ump check each pitcher every time they come out to the mound?

That stuff certainly looks like the stuff that the Roaster had on his hand a couple of years ago.
