They can... but they then owe the packers 3 #1 draft picks since it was written in as a rider to the contract. So while they can't they won't risk 3 #1 picks to do so.

If they're young and ready to win - why risk wasting a year or two of that young talent on letting a guy get his bearings as an NFL QB?
