I'm going to say Washington DC, although its not officially a state.
The Nationals have been god awful since they entered the league.
The capitals, although a good team, have choked the last 3 years in the playoffs
The Wizards had players get arrested in multiple season, and cant win more then 15 games a season
The Redskins, although they should be decent this year, are a very poor football team over the last 5 years.
DC United (if you want to include MLS) has the worst record in MLS this year, and havent been relevent since 2001 or 2002 for a whole lot of anything in that league.
The only thing going for these teams are potential, with Steven Strasburg, John Wall, and Alex Ovechkin.

You realize the Bears have won more regular season games than any other NFL team 693, have won more combined games Reg season / playoffs than any other NFL team 709, have more HOF's than any other NFL Team with 26, are 3rd in overall Win % (regular season and playoffs combined, behind Dallas and Miami) and 2nd in total Champioships (behind Green Bay).

Minnesota is pretty low on Championships and high on heart break.
Vikings: 0-4 Superbowl, a few NFC CG losses
Twolves: Terrible playoff record, only one non-1st round exit
Wild: Hockey State has no Stanleys?
Twins: 2 WS (The exception)

Semi-pro? I think you need to check the definition.
I-Cubs, Energy, and Barnstormers are professional teams. As far as I know, no one on the teams are receiving scholarships or volunteering their time.
I think the premise of the question is kind of off, since many top tier pro teams are often times tied to cities (or at least regions) and not necessarily their state.

I would say the state of Michigan -- Tigers, Lions, Pistons all been pretty bad; the Tigers are playing well this year and might make the playoffs. Only the Red Wings have won anything recently.

Cincinnatti. The Reds have been ok. The Bengals suck.
Columbus. I don't think the Blue Jackets have been any good since being in the league.
