How can you view who gave you rep points after you clear the notice?
How can you view how many points someone gives you?
If the dont leave a message how do you know if it is postive or negative rep?
Can you view who you gave rep to?

There will be a green box if it is positive rep. Red box if it is negative. Blue/gray if the rep is from someone who doesn't have enough rep/longevity yet to affect the rep of others - it could either be positive OR negative at that point.

So how does the rep power work? Mine says 422 but when I go to my User CP it says 5602 or so. I don't post alot so mine don't change much.

Rep power was introduced once reputation points started getting exponentially out of control. So you have 5602 of reputation, but you only affect others by 422 points due to your rep power.
You know, unless I'm completely misinformed on the subject.

You know, unless I'm completely misinformed on the subject. You are :)
The 5602 is the amount of OLD system rep you had, the 422 is the new fuzzy math version. Jeremy put a system in to curb the crazy levels it was getting to. I think the math works like this:
the day of the week * the price of oil
/ the price of a quarter pound cheeseburger at McD's.^4
At least that is what *I* came up when I tried to figure it out.
