So the flyover is pretty slick the handful of time I have used it. Why are there still cones blocking off the right lane?
Because the merging from the North is a pain in the butt. zero room to see what is coming over the bridge at you, and zero time to merge over.

Interesting. So the flyover will be two lanes with one lane only to ever be used? Please excuse my road construction ignorance.

I think the right lane is just closed on gamedays when merging traffic is high. They also close the right lane of 30 before the bridge enters so that merging traffic can get onto 30 easier.

I can confirm this. I've been in it 4 times now; 2 for games, 2 for non games. Right lane was closed on gamedays and open on non gamedays.
