If Fred became president ISU would become so dominant in all aspects that it just wouldn't be fair. So for the sake of balance I don't see this happening.

I don't think President is quite the role he'd be looking for. AD, maybe, but not President. However, if he does want to be President... Why stop there, put him in the Oval Office!
