Bottom line: Everyone needs to get on the same page and get a set a standardized regulations. but, of course there'll be a turf war over enforcement of the regulations

Makes sense. I think there’s always been an uncle or best friend acting as unofficial agents beforehand, now apparently they can be official. No qualification needed.
